How do I compress a video to under 20MB for Discord?

Will compressing my Discord video reduce its quality?

Why can a long video be hard to fit under Discord's limit?
A fixed file size has to hold every second of video and audio. The longer the clip, the fewer bits are available for each second, so detail drops faster. If a long clip still looks too soft, trim it into shorter parts or choose the 50MB or 500MB preset if your Discord plan allows it.
